rct seems to be promoting this as a better way of installing extensions in your house to get a better ADSL connection. Is this available to the man in the street?

Cat5 cables are the cables used to connect systems together in a local network. In that sense, it's used to connect several systems to a hub or router (which may, of course be ADSL).

It's freely available, but it's not telephone extension cable - ADSL or otherwise, although there's nothing to stop you using it as such.

but it's not necessary for ADSL.
Look under "Cable" at click here as long as you use telecom (solid) cable, that's all you need.
