Can't turn off certain XP user attributes

I have XP Home Edition v2002 service pack 1
I've set up 4 user IDs (one admin and 3 normal ones)
On one of the user IDs, has Windows Explorer set using Folder Options to "single click and only underline when pointed to" Bit ALL the files are underlined. I can't persuade it to reset this feature and it ignores any requests I make to change it to anything else.
On a similar vein, Internet Explorer on my (admin) user ID has been set (by me some time in the past) to reject all cookies. This has stopped a couple of crucial sites from working, so I want to turn it off. I used Internet Tools/Advanced Privacy Setings and set it to "accpet 1st and 3rd party cookies but it ignores this request, too.
For both these problerms, the settings doesn't line up with it's behaivoir. Any suggestions?
