Can't stop program starting up - any ideas?

I have a Dell XP Media machine fitted with a modem that I don't use. Each time I boot up I find that I have "WinFaxMOD-Conexant D850 56k V.9x DFVc Modem" Running. I have run Msconfig and removed all mention of Fax from the startup menu.I have used the device manager to disable the modem. I can't see where it is getting its instruction to start up. It is not actually doing any harm it's just annoying that it is running (and using the processor)when I don't really want it. Any suggestions would be much appreciated.

If it really bothers you why not physically remove it.

The computer tower is in a corner,difficult to get to, with all its peripherals plugged in. As it isn't really affecting the way the computer runs, the thought of taking everything apart - well I just can't get myself to do it. I think it is a bit of a case "if it ain't broke don't fix it". I just thought someone might have an easier solution but thanks for the thought.
