Cann't find CD Rom drive after upgrade my Harddisk

Is there any expert(s) here who can help me to solve the problem. My PC was brought from Packard Bell-Model : Club PIII500. Recently I upgraded my harddisk from the original 10GB to 40GB. but the PC can't detect the existance of the new HD. After consulting the official Packard Bell helpdesk I was told to upgrade my Bios. It is terrible my old 10GB harddisk gone(burned!!) after upgrading. Luckily my new 40GB harddisk still OK. So I install the 40GB HD again. After formating the HD and try to install WIN XP using the CDROM. But the PC won't allow me to boot from CDRom. Everytime had to go back boot from flopper drive A although I had set the BIOS ist boot from CDROM.
Can anyone help!! Any further information needed!

are your new hd and cd rom set as master / slave properly ?
