Cannot get on the Internet with XP

I have a pc with XPpro sp3 and IE8
I have gone into ipconfig /all

ip routing enabled. No
auto configuration enabled
auto configuration ip address.

I have flushed DNS cache & used Winsock fix

my email is reporting the incoming server pop3 cannot be found

Any help would be great

Is this a problem that has just started, or is it a new setup and the first time trying to get online? Who is the service provider?

No this isn't a new setup and I have no way of finding my ip address Im on Virgin cable

If you are using a router, the IP address indicates that your computer has been unable to get its addresses automatically and Windows has defaulted to allocating a "169.254" address.

You don't say if you're trying to connect "wirelessly" but, if you are, then your wireless adapter has failed to connect properly to the router.

Try connecting a cable from router to PC if that doesn't work try connecting from modem to PC.

report back if either work or not.

I have gone back to Ipconfig /all now showing Ip adddress begini g with 192 but not on net yet.tried cables no luck

Tried to repair Local area connection
windows could not finish repairing couldnot complete renewing IP address

Have ran Network diagnostics
Internet explorer not configured
Ethernet adaptor failed
network clients status ok
