cannot access bios, (F2 key) screen is blue.

Following a normal shutdown a restastart the following day resulted in adark blue screen with light blue vertical bars along the bottom. A restart with F2 key to enter bios resulted in the same display. No matter what keys are pressed the result is the same. Any thoughts and suggestions are welcomed. H.

Is this a Desktop tower with separate monitor, or an All-in-One pc or a Laptop? and what O/S (Operating System)?

Computer is a flat desktop unit with the monitor sitting on top. Operating system is Windows XP professional. Since posting, have had cover off and checked all voltages at motherboard connector...... all within tolerance, also verified supplies to HDD floppy and CD. Have also tried starting with startup disk in floppy drive and still get to same condition.
