can xp stop ie getting online?

xp home can the built in firewall stop ie accessing the net? if so how do you check and reset the firewall. a friends pc can not get online (freeserve dail up) he just gets dns error. I advised him to reinstall the ISP using their disc, still can not get on line. I reinstalled ie6 from a disc hoping this would overwrite the problem.

it isn't the WinXP firewall that's stopping the dial up connection, but obviously something is. It might be better if you could post back with a more detailed explanation of what's happening (or what isn't). In other words, give us a step by step explanation of what happens when your friend tries to connect. Is he doing so by launching IE or by using an ISP icon on the desktop?
