Buying a name for a website

I hope I'm in the right forum. I want to buy a specific name for a website. Can you advise me how to safely do this without being ripped off. I have read all sorts about people paying through the nose for this. I know nothing at all about it but want to do it properly as I have just started a new business. Once bought, does it have to be registered to avoid someone else getting it, or is that all a part of buying it?
