On IE8 it is Tools, Internet Options, General and untick the box that says Delete Browsing History on Exit.

It is unticked already.

In Internet Explorer, go to Tools, Internet Options, Advanced tab.

Under the last heading "Security", scroll down and make sure that "Empty Temporary Internet Files folder when browser is closed" is unchecked.

Are you using something like CCleaner and not telling it to save the cookies you want to keep.
Many different cleaners can cause your problem.

How do i check for that please.

A difficult question, it will be a program that you have installed. Possibly some kind of registry cleaner which is scheduled to run at specific times or you would run it manually.
If you don't know what all your programs are for, the only way for us to know would be for you to list all programs in Add or Remove Programs.
I am not saying this is definately the cause of your problem, just one possibility.
