blaster virus - How can I stop re-booting to fix

My friend is running Win XP and I think his PC has the Blaster virus as the PC keeps rebooting at start up without logging into Windows. It gets as far as showing the Windows XP Pro page then reboots. You do get an option to restart in safe mode etc but it wont even do that.

Consequently I cant get in to Windows to fix the problem.

I can get into setup during boot up but I dont know if that can help or what to do at that stage.
Anyone any ideas how to sort this?
