I need to reduce the size of some of my mp3's from 192kbs to 96kbps. Is there anyway I can do this?

Preferably as a batch.

Even better if the software is free!

I realise if it was a case of ripping a cd I could do it to a lower bitrate but these are files that I can't get again from any other source.

Mp3 is already compressed, I do not know how you can reduce it further

C:\Program Files\Illustrate\dBpowerAMP\Help\dMC\dMC\Converting.htm
you can change them with this prog use the slider to selct a bitrate.
