Bios not finding wireless keyboard

When i start up windows 7 and before it gets to the boot screen I get a message say no keyboard found, but then boots into windows ok. If I try to get into bios before boot using del key it does not register. It worked fine before i changed cd drives.

Wireless keyboards use a HID (USB powered wireless unit)

For this to work before windows boots USB for Legacy (or similar wording needs to be enabled in BIOS)

Catch 22 you can't enable it with a USB or wireless keyboard only a PS2 connected Keyboard will work.

Most modern PCs do not have this connector and USB legacy is permanently enable, age of PC?
