Avast Safe Start stopping access to various

A neighbour has Avast Antivirus software and recently updated this and was confronted by another desktop icon "Avast Safe Start". Subsequently he was not able to access the Internet, Control Panel or any Microsoft Office items. Upon looking at the options in Avast Safe Start there was an option to switch off Avast Safe Start for 10 minutes, one hour etc.

We switched it off for the ten minutes and was then able to access all the items that we could not do so before.

WE tried to uninstall Avast Safe Start but were unable to do so and had to revert to System Restore before installation of Avast Safe Start and everything works OK after that.

I cannot find anything out about this problem. Can anyone throw light upon it?

Found this.

Select "Stop for 10 minutes" to briefly stop the shield or click "Stop Permanently" to permanently stop the module.

Thanks for reply.

Had previously found that but did not comprehend as to where Avast Safe Start had appeared from as it was not in evidence until after this latest the update.
