aol and outlook express

hello people wondered if it is possible to send e-mails through outlook express without being signed on to aol.

It's the other way around - if you have AOL you can't download your email via Outlook Express.

AOL is a Web Mail only service in that respect.
Hotmail is essentially a web based service but it can be configured for OE

Yes, email can be sent/received via Outlook express without the need to go through AOL's e-mail system. You can now connect to AOL without even loading the software if you wish. j.
