AOL Broadband Silver - problems installing

My daughter runs Windows 98SE and has 196 RAM and 20GB HDD. She reformatted her HDD after having problems attempting to install AOL B/B Silver. All (supposedly) went well - modem drivers installed OK. The set up then called for the 98SE disc to be inserted. When the install instructions called for a reboot all went awry. A message saying 'Cannot find a device file that may be needed to run Windows or a Windows application. The Windows registry or SYSTEM.INI file refers to this device file, but this device file no longer exists'. At the bottom of this screen is 'Vredir.VXD. After waiting a while, bootup occurs and the message 'Unable to find msnp32.dll. Some or all of the following feature is not available: Microsoft Network'.
Windows then opens but trying to boot off causes further problems. Shut down or Restart will not happen. Using CTRL/ALT/DEL shows the message 'A fatal exception OE has occured at: 0028:C15A4DDF'
The system shuts down but takes an absolute age doing so. The Voyager 105 modem shows only the 'power on' light throughout.
Does anyone know why this is happening and what can be done to get the problem solved.
