anonymous email accounts to enable whistleblowing

I would like to set up an email account to whistleblow to our head office with regards to bullying in the workplace, if for instance I set up an email account [email protected] would it be traceable back to me via ISP or any other way.

Definitely.

Much better to print something on paper and get it delivered by some anonymous means.

Pine Man is right.

Anything you do by email can be traced, but only as far as your ISP. Authorised security agencies - the Police, for instance - can get more information from the ISP, but that isn't likely to happen in the case of someone whistle-blowing about bullying in the workplace.
