Advise on custom set up & other suggestions

Hey Guys,

I was wondering if someone could look through the two separate rigs below and let me know if I should make any changes to keep the quality but lower the price and also which one they would favour and why? I'm no expert on computers, I know bits and bobs so would be cool to get some advise. The prices are next to some stuff because I have just copied this from pcspecialists.co.uk

Would you also be able to advise me on whether windows 7 or 8 would be better, never used windows 8. This is for general use and gaming
