I'm a Linux newbie. Is there a way I can access files daved under Windows Me using Linux applications.

You should be able to access the Windows partition using the Linux file manager, if you are using the NTFS file system you'll only be able to read the files from Linux and not write to the partition, but this is changing.

What distribution of Linux are you using?

Yes it will depend on your distribution, but generally you can read and write to fat32 partitions and read only NTFS partitions. You may need to mount the individual partitions from the command line, it's not always automatic.

This is a bit of a long read, but gives a good guide to what you want to achieve.
