About MP3 bit rates

Can someone please advise on this...

If I take an MP3 song encoded @ 128 CBR, convert to WAV and then encode back to MP3 @ 160 VBR, would that mean the new MP3 will sound better?

I don't know but would be surprised if it did; the extraneous data removed in the first conversion is unlikely to be reinstated.

But I am open to correction... why not try and give it the one surefire test?
