15" monitor / "cheap new PC" recommendations

A colleague's daughter has her own PC but the monitor has gone on it. She wants to replace it with a TFT - 15" will do.

I looked around and they seem to be around 80 pounds if you want a new one. I was wondering if she is better off getting a very very low value new PC that includes one, as I know there have been some good deals around.

What is the cheapest new PC around? At a tesco near you? Dell? Or elsewhere.

If she could get one for say 299 with a flat screen I think she might consider it, it doesn't need to be high spec at all as it is just for visiting web sites and using some kids cd roms.
