I would support the paint.NET recommendation - it was overseen by Microsoft during the later stages of its development.
Definitely Paint.Net.Its easy to get to grips with and is laid out similarly to the higher end software, which gives you a bit of a flying start if you decide to upgrade later.
Serif Photoplus click here is great.
