New Desktop Advice

I'm looking to buy a desktop pc for my son to use at University.

To save space I want a flat screen monitor that will double up as a TV screen.

I've been looking at the following deals in PC World:

Packard Bell 1538 (Pentium 4) with 17" Samsung TFT monitor - £659.99
Packard Bell 1528 (Amd Athlon 64 3200+) with 17" Proview monitor - £629.99
Both of these have TV Tuner / Media Centre (?)

I'd like to know if they represent good value or if there are alternatives available in the market offering a similar spec but at a cheaper price.

I'm not very clued up on this sort of thing so any help/advise will be most welcome.

meant to add, you can buy a tv card for £25 upwards.
