HMRC raise ceiling on goods from non-EU regions

Came into effect on 1st January.

I wonder who actually cooks up these rules - isn't the government supposed to be discouraging smoking?

Yes, but they have to be careful not to place too many restrictions on goods from other EU countries.

These particular rules were probably cooked up by the Bulgarians, Romanians etc., or at least they had a major hand in drafting them!
