ENDADS.com Blackmail?

Since I recently formatted and re-installed I have been plagued by a pop-up as follows:

"Message from ENDADS to YOU on .(time and date).
Did you know there is a easy one-click way to stop this type of po-up forever? For free information please visit click here"

This pop-up has appeared more than fifty times now. And going to their site has not stopped it. They describe these pop-ups as 'Messenger Spam' and they say the law cannot stop it. To download their software to end my misery would cost $24.95.It feels like they are saying "visit our site (and pay us some money) or we will keep plaguing you with this pop-up!"

This is an awful way to conduct business, to say the least of it and I feel angry about it.Is there any body to whom this can be reported?

Any sugestions as to how I can get out of this would be very gratefully recieved.

Go to Start, then Run and type in services.msc Click Ok

Scroll to Messenger, select it, right click it and choose Properties.

Under startup choose "Disabled", then choose Stop.

When stopped, click Ok.
