Why do I get a spinning coloured ball in place of the cursor which inhibits any actions I wish to take and how can I destroy it?

madgwick: HondaMan is right but, maybe I should explain a little more.

That rotating disk happens when your computer is "loading" something. If you were to tell us more about your Computer and what you are trying to do when it happens, we might be able to explain a little better how to reduce the amount of waiting time.
