IPad 2, No password, no security questions forgotten all. So why can't I do a complete restore like in windows.

When you say complete restore, what do you mean? Do you mean a factory reset of the device or restore all your old data/settings to the device?

IPad 2, No password, no security questions forgotten all. Does that mean you cannot get into the ipad.

If you do a reset it will still ask you for the username and password when it restarts or you will not get passed start up.

If find my computer has been disabled you should be able to reset the ipad using a different e-mail address etc.

It must have been registered with apple when new. So maybe go back to apple web page and see if you can get it stated from there. If you have lost the password it will give you hints as how to retrieve that and also your password.
