MAC startup problem

My neighbour has a 5 year old Mac system and it has hit a problem for the first time. When he switches it on the screen stays empty except the it displays a folder with a question mark in it?

Does this mean theres a disk problem? if so what does he do next?

What OS is it?, and what model? I have had a problem like this before with past mac's, especially OS 7.5, I have found that this is one of two things, the motherboard needs cleaning or there is a problem with the hard disk, there could be more reasons, the question mark sounds like it can't find the hard disk or can't work from it, let me know how you get on, regards, Rhuddlan.
