Keyboard problem on windows xp machine

It's probably a silly problem but I can't find a way around it so hope someone can help.

My shift plus 2 key should be an " but its an @ and vice versa, my shift plus 3 key is not a £ its something else and there are a couple of other changes.

To my knowledge I haven't done anything to make this change and I've been into control panel - language and regional settings to try and change it around but nothing seems to have sorted out the problem.
