Expensive Broadband... But Free (sometimes)

I have a 2011 MacBook Air running High Sierra OS. I also have very expensive broadband but it is free between 0000 and 0600. Is it possible to a. keep wifi turned on I have a Sonos speaker that needs Wifi to work) but limit apps access to the internet, and b. schedule downloads to a specific time?

I have been working through settings turning off automatic updates, iCloud backups, Apple Music, etc, but I’d prefer to keep them running but only working in “off peak” hours...
