Attach Toolbars To Program Views on Mac

I find it annoying that I have to click on a program's view to bring up the relevant toolbar at the top of my screen in order to be able to use it. I would like to be able to have the relevant toolbars attached to the top of each view that I have for each program that I have open rather than the toolbar being at the top of my screen.

How may I achieve this, please?
