The Department of Internal Affairs has announced on the Government Electronic Tenders Site that the release of a request for proposal for Optimise HR has been deferred but it won't say why.
Computerworld New Zealand contacted the department and received a reply saying that other unanticipated dependencies had emerged. When asked to explain further, DIA advised that it was withholding the information under the Official Information Act.
Earlier, DIA advised suppliers, on GETS, that it would publish the RFP for the development and provision of software as a service for HR services on or about August 26.
The single multi-tenanted "hire-to-retire" SaaS solution was required to be developed, implemented and provided directly to six New Zealand government agencies with a single agency co-ordinating and providing independent administrative support functionality.
The HR functionality included in the solution was:
(a) Employee data/HR reporting
(c) Career planning and Performance management
(d) Learning and Development
(e) Health, safety and wellbeing
(f) Remuneration and benefits planning administration
(g) Employee/labour relations
(h) Strategic workforce planning
(i) Organisational development (OD)
(j) Leave management.
The Optimise HR transformation is based on a shared model for future HR services. It is based on one of several administrative services studies -- Optimise Finance, for example - which have received $20 million in seed funding. Treasury has benchmarked administrative and support services.
The plan is to establish new cross agency service delivery models. A business case is scheduled to be presented to Cabinet in November.
