Photo gallery icons

In Windows Photo Gallery, why are some photos shown as an actual representation of that photo, and others as a kind of default icon of green hills, blue sky and some water?

I would like to see a mini-sized representation of the photo for all my photos.

Vista Photo Gallery can't see all photo formats that the on in XP could (particularly .wmf files which had security issues in XP). This is a pain since I have quite a few.

Hopefully there will be an upgrade with Service Pack 1 which rumour says is due out later this year.

Until then, I'm using FastStone Image Viewer (free).

I also found that, if you have a lot of photos in one folder, it can take a long time (5 minutes or so), to update all the photos from the default icon. But once updated, you can leave that folder and when you come back the photos update in a matter of seconds.
