PC Video and Audio Slow

This is an intermittent problem.

When browsing, video playback sometimes doesnt work. Whether it be on a news website, or youtube, sometimes the video just craws along really slowly - i.e. when viewing the timer, you can see that 1 seconds takes about 3 seconds to tick through - when the video is moving so slowly, the sound also doesnt work...

To fix this, I simply shut down my browser and start again. However, I have to do this quite regularly and it's annoying! This happens on both Chrome and Firefox.

Also, I have noticed the same issuing on Windows Media player.

I never had this issue until the enforced upgrade to Windows 8.1.

Any advice would be greatly appreciated.
