edit the (right click) menu

is it possible to edit the right click menu globally , ie remove a lot of the right click options across the board.
also is it possible to remove the pop up description when the cursor moves over a link or icon .

In answer to your second question

You can disable this pop up as follows:
1.Go to Start > Run > type "regedit"(without quotes)
2. HKEY_CURRENT_USER > Software > Microsoft > Windows > CurrentVersion > Explorer > Advanced
3. Set the value of "ShowInfoTip" value to 00000000
4. Exit and reboot the system to see the change.
