Yes address is fine for dlink dsl-2750b

check device manager for exclamation marks against your network card - is the led lit on the back of the card where you plug in the cable.

"cant seem to connect desktop to new router..................can connect to old modem no problems..............cant access router though public network and Ethernet doesn't have a valid ip configuration"

As you have no problems connecting to your old router then it can't be a hardware problem and it sounds very much like a network settings issue.

The first thing to do is to make sure that the TCP/IP IPv4 settings for your Ethernet adapter are set to obtain addresses automatically.

If that doesn't help then a workaround for your two error messages that frequently works is to assign fixed IP addresses and a DNS server to the Ethernet adapter's TCP/IP properties.
