Backup drive will not connect to internet

I am using Win10, I have 2 SSD drives. Both will boot up and work fine but the one that I wish to use as my main drive as it has lots of software on it will not connect to the internet no matter what I try.

Can you go into disk management and make it [backup drive] active ... make the other drive inactive while you're there. It's a long shot, but worth a try. [at your own risk]

What have you tried?

and how did you make it a back up is it a clone of the other drive?
