Winter Fuel allowance for unemployed?

Hi everyone, does anyone know if the unemployed are going to get a winter fuel payment? the reason i am asking is cause a friend of mine has asked me to go online and look to see if i can find anything out but i seem to only find information for the over 60's.. can anyone help please..

If you are in receipt of Income Support or Income-based Jobseeker's Allowance, you will usually receive Cold Weather Payments if you also have any of following:

•a disability or pensioner premium
•a child who is disabled
•Child Tax Credit that includes a disability or severe disability element
•a child under five living with you
