Perhaps slightly off tangent, but have you checked ' Regulation of Investigatory Powers Act (Ripa)'. Was originally set up for terrorism and major criminal activities, now being used by many council's for litter dropping and suspect school catchment area investigations. Who said Big Brother or abuse of powers are not in our midst?.
