Can anyone offer an idea of what this thing is double sided spanner

It's purpose is to prise some thing apart, it has both right and left screw threads so as you turn the handle the "jaws" either come together or expand.

Probably wrong, but looks a bit like an item from a watchmaker/repairers' toolkit.
Looks like a hand-vice. Something similar here.
I would guess it's for holding/clamping two parallel parts still for some reason or another.
I did Google 'unusual tools', and if you scroll down carefully, right to the bottom, you'll see that it's so unusual, that it doesn't appear on there...:)
Worked out what it is, it's a double sided nut cracker.
I agree with nearly everyone - it's not a spanner! More like a clamp.
The thing is it's not designed to be heavy duty, that handle does not give the impression you could apply a great deal of force to tighten or expand it.
I think it must be a hand-vice.
Looks like a Portable Mini Bench Vise/Clamp NewEgg.com sell the Bessy one Yours looks better as could also be used as a Spreader.
