Yes, you can, but there are qualifications in certain circumstances.

Every night on the TV news you'll see at least one piece of footage that was shot in a street or other public place. The TV company didn't need to obtain the consent of every person whose face or body appears, but if the camera goes into close-up on an individual that person will have been asked for a consent.

If you shoot footage that you want to use for commercial purposes - for a TV ad, or in a training video, for example, you should obtain the consent of everyone whose face is clearly identifiable. You obviously don't have to worry about crowd scenes.
