Speculate to accumulate?

Reading this sorry revelation - click here - I just fail to understand why HMRC's overlords neglected to upgrade essential computer equipment that could have brought in more tax revenue.

"Latest estimates suggest that £11.2bn of the £27.7bn owed in March this year is unlikely to be collected..." is to me downright unforgiveable in light of the current economic climate. TC.

Perhaps the farce with the NHS system has made ministers wary of investing in new systems.

I agree that the staff are not at fault on this and it's unfortunate that those on high guilty of dereliction of duty will no doubt escape, as is the usual outcome.

As Churchill said to FDR in '41: "Give us the tools and we'll finish the job" is most apt today, coupled of course with adequate numbers to use them. TC.
