An excellent idea, in principle, which will "be paid for by a levy on banks".

And guess who the banks will pass that levy on to.

Or am I just an old cynic?

The pensions fiasco could never have been guaranteed in the same way, since it was the government that precipitated the disaster in the first place. It would an admission of guilt, and we all know that the current incumbents are the first to avoid taking any responsibility for anything.
