prohibit downloads

Does anyone know a software package that will prohibit the downloading of software from the web and prevent access to the registry? I have an employee who won't leave the PC alone but I can't prevent total us.

You could also try Deep Freeze - this is what's installed on the classroom PCs at work. When the computer is rebooted, anything saved on the local hard disk or desktop (incuding internet downloads) are deleted and the PC is reset to it's defaults. When staff need to install software, the council "thaw" the machines over the network and things can be installed again for a couple of hours. click here for an evaluation version.
