Network Rail Fined

I see on teletext that Network Rail has been fined £14m for delays in repairs over the Christmas period.
On the same day the fine is announced the head of Network Rail is being knighted by the Queen.

Whats wrong with the fine is that its going into the treasuries coffers instead of those fare paying customers who suffered the inconvenience of the delays

Can't see what a fine really achieves! It just takes away money that would probably been spent on improving the rail network and so probably causing more delays in repair work......

Who's paying the fine?

Track access charges to the train opertaing companies will be increased to cover the cost.

TOCs will then pass on this increas to the fare paying public.

I think a Treasury official makes out a cheque to another Treasury official after getting Mr Darling to rubber stamp it on the back to confirm the account in case it gets lost in transit.Or is it sent by non-secured cd.

Perhaps that should have meant 'The Taxpayer Is Being Fined', because thats were the money will be coming from, according to todays media reports.

Now if the government was to demand the return of huge bonuses and the like from the directors, then things may improve perhaps?.
