Move Out and Up or Down Please?

The other day the IODs instructed corporate directors to plan for their departure by planning a replacement director long before they leave their position.
On average the top directors stay no more then 5 years in the job and then move on and up.

Using this as a yard stick,if one stays more than 5 years with the same firm does this indicate that this person has no ambition,lazy,useless,lucky to have their job,fearful,or simply past it?With many ending up stale and therefore less productive.

Should companies aim to move people on after 5 years inorder to stay competitive in this global world.I suppose there is always the DIY chains to look to.
