Not as daft as you would think.Somebody has to decide whether or not to 'proscribe' an organisation, which then gives far more extensive powers to the security services to deal with them.Having 'proscribed' an organisation it is equally important to have a body that can remove it in the event that it is no longer warranted.
1 day you give them arms to fight.Next day they are using them to down your aircrafts!
