I reckon it's York.The Mayor and Alderman are watching an Historical Pageant. The guy in white, bending down, is a Druid who has dropped his Staff.
Looking at the head-gear on some of the people in it made me think of the "Cinque Ports" (Correct my spelling if it's wrong).

You could be right, it does look quite like a similar illustration of a druid in one of my reference books.1951 doesn't appear to be too late judging by the attire of some of those 'normally' dressed.
