Seems like some sort of ‘official’ procession? The chap in the lead appears to be dressed as a caveman and the rest are similarly attired!

Looking at the head-gear on some of the people in it made me think of the "Cinque Ports" (Correct my spelling if it's wrong).

At first glance, I have to admit, I thought it was the bootnecks being given the freedom of the city until I realised

You could be right, it does look quite like a similar illustration of a druid in one of my reference books.1951 doesn't appear to be too late judging by the attire of some of those 'normally' dressed.
