I'll have a guess at Ludlow, Shropshire. The grey horse parked outside the pub is called "Dobbin" I can't remember the name of the other horse. However the rider old farmer Crumble, looks a bit miffed as he is late for his pint too. The little old lady picking up pennies from the pavement was my auntie Mavis. Once she got enough for her first gill of stout she would be in the pub like a shot.
