English Heritage are they useless?

I live in a Shropshire village where we have a very old Inn owned by a very well known Pub company also a very old Smithy owned by very wealthy landowners who both will develop their sites regardless of the historical value.
Both sites are under the coverage of The English Heritage
Are they(English Heritage) useless? They demand strict regulations but do nothing to control them.

That "English Heritage" is rubbish. My wife was one of our local Churchwardens and English Heritage demanded that the church conformed to all their regulations before altering anything in or outside the church.
However they don't do anything to preserve local buildings in other circumstances.
