I would'nt want to suggest such a thing to my local council. They would most likely use the extra savings to erect more traffic lights to 'ease' congestion, or put more bus lanes in for all the too expensive, always three-quarter empty buses.

Identifying savings is one thing. Actually achieving them is something else.

Such savings are normally accompanied by increasing workloads, decreasing workforce, and increased dividends to the private contractor's shareholders.

That is, after all, what they are in business for.
